On 17 February 2003 the Mayor of London, Ken Livingstone, introduced the much disputed Congestion Charge for Central London. A weekday charge of £5 for vehicles within the restricted area
7 am - 6.30 pm payable by midnight or £80 penalty. Motor-bikes excluded.
